1. 2016 Annual Meeting

The annual meeting was held September 21st. The following board members were confirmed by a hand vote: President, Alton Gaskill; Vice President, Tony Chiras; and Secretary, Gillian Zacharias.

2. Bargaining Updates

Transit: Because no settlement was reached in the meeting between King County and Transit on September 2, the State Mediator, Matt Greer, certified for arbitration on October 12th. The next steps are a confirmation of the bargaining issues from the Public Employee Relations Commission (PERC), and for TEA and the County to select an arbiter. Arbitration will likely be scheduled for late spring 2017.

Wastewater: The Wastewater bargaining begins in earnest October 28th. In August a new labor negotiator was assigned to the TEA Wastewater Collective Bargaining Agreement. Alton Gaskill held a WW Supervisors Bargaining Committee meeting on 10/13/2016.

A special WW Staff Bargaining Committee meeting is scheduled for noon to 1:00 p.m., 10/20/2016, at King Street Center 5th floor's Cloaca Maxima and Harappa Conference Rooms. Alton Gaskill is looking for interested persons to be on the WW Staff Bargaining Committee and/or negotiation team.

3. Coalition Total Compensation Bargaining Tentative Agreement

At the TEA Board meeting on October 5, Roger Brown reported on the agreement reached with the King County Coalition of Unions, which does not affect TEA directly but which can indicate the County’s position on bargaining issues in general. (Along with many other unions, TEA does not participate in Coalition Bargaining.) He noted that the unions are being asked to sign a Master Agreement which will establish certain items that would then be non-negotiable in later contracts. Roger presented arguments against the Master Agreement. The Board voted and approved, appointing Roger to represent TEA at the JLMIC meeting. Please come to the next TEA Monthly Membership Meeting on October 19th with your questions concerning Total Compensation Coalition Bargaining.

4. Open Board Position — Wastewater Bargaining Chair

Contact Alton Gaskill, TEA President and Chair of the Nominating Committee, if you are interested in nominating someone, or yourself, to serve as the next Wastewater Bargaining Chair Board Member. The position will be for the remainder of the position's term, from October 19 until the 2017 Annual Meeting.

At the next regular TEA Monthly Membership Meeting on October 19th, Alton Gaskill will move to close nominations for candidates for Wastewater Bargaining Chair Board position. An election by special paper ballot will only be held according to the TEA Bylaws if there is more than one candidate for the Wastewater Bargaining Chair Board position.
